Pay-Pal payment systems?

does anybody know without me contacting pay-pal. If its possible to set up a gratitude payment system that automaticaly sends a payment to a web site that refers a customer to me that buys a product. can it be done automaticaly once someone clicks a referal link? please help http://bit.ly/lvHZwg
