Can i run a PCI Express 2.0 GPU on a regular PCI Express x16 slot?

Can i run like a Geforce 280 on a PCI Express x16 i have a very high PSU that will give the power but will it run. Or would it be better to stick with a Geforce 8800 Ultra? http://bit.ly/ps4Z8s
