can you put a pci express card into a pci express 2.0 slot?

im building a computer cheaply, but want room to upgrade in the future. i know a pci express 2.0 card is backward compatible, but does it go both ways? so there will be no downsides or drawbacks to doing that besides having a better then needed motherboard? http://bit.ly/iA412z
