can somebody help me mod my dell dimension3000 to 4gb ram, PCI-e cards, etc…?

My dell dimension came out in 2006, I think, and it’s ram is maxed out @ 2gb. I want 4gb, a pci-e card slot instead of oldschool pci standard, and stuff like that. I have a PCI slots in my motherboard what are PCI 2.2 compliant. What does "PCI 2.2 compliant" means? And i guess if i want to get a new graphics card it should be PCI 2.2 compliant too? How can i tell if graphics card is PCI 2.2 compliant? http://bit.ly/qFWJT8

My employer promised to sponsor me for Green Card and has now withdrawn that offer. I am a Speech Pathologist

I am licensed in Florida and have my CCCs from ASHA. They have sponsored me for H1b and a week after I returned from London with the Temporary Visa, they called me into the office to tell me that I am not qualifed for Green Card Sponsorship! Are they allowed to do this? http://bit.ly/qCI6G1
